Real Estate Tax Bills
The Phoenixville Borough Real Estate tax bills are mailed annually in March. Property owners are responsible for all taxes on their property. Failure to receive a bill does not relieve the taxpayer from the responsibility to pay.
According to State Statute, the Borough Council is able to levy up to 30 mills without court intervention. The 2026 millage is 9.82 or $982 per $100,000 of property assessment. See the breakdown below:
5.84 mills for general purposes
2.55 mills for fire protection
1.43 mills for public parks and recreation

Chester County Treasurer Bills are issued annually in January.
Phoenixville Area School District

Instructions for Paying Online:
Follow these steps for payment:
- To go to the payment portal, click the button below.
- Enter the parcel number as shown on your bill – include all dashes and dots. 15-XX-XXXX.XXXX or if your parcel has a letter 15-XXA(or letter)-XXXX.XXXX.
- Your account will show up with your name and invoice number in the upper right corner. The amount due will show on left. Complete the name (first and last); phone number and email.
- Payment options are bank check or credit card. There is no charge for the bank check – you will enter account and routing numbers to complete. There is a 2.39% charge for credit or debit payments – Visa, Mastercard and Discover. This charge will be shown in your calculation.
- Payments can be scheduled for a specific day. After making the payment you can print a receipt and you will receive a confirmation email.
- If your mortgage company has indicated intent to pay your bill, you will see a note to that effect on the top so you do not make duplicate payment. If this information is incorrect, please send an email to taxcollector@phoenixville.org

Local Income & Local Services Tax Collection Procedures
The Chester Tax Collection Committee (CTCC) appointed Keystone Collections Group to serve as the Earned Income Tax (EIT) and Local Services Tax (LST) collector for school and municipal taxing authorities within Chester County.
This important change was brought about under Act 32 of 2008. Act 32 requires municipal governments and school districts in all Pennsylvania counties, except Philadelphia, to select a single tax collector to serve the EIT collection needs of the political subdivisions within the county.
