Zoning Ordinance Update
Welcome to the Borough of Phoenixville Zoning Ordinance Update page!
Adopted in 2013, the Borough of Phoenixville Zoning Ordinance establishes standards and procedures for new development or redevelopment in the Borough. It also incorporates the Official Zoning Map, District Specifications and the Resource Protection Map for all lands within the Borough.
In accordance with the Pennsylvania Municipal Planning Code, the Borough updated its Comprehensive Plan in 2022. Following the Comprehensive Plan Update, Borough Council directed Staff to conduct a comprehensive review of the Borough’s Zoning Ordinance. To that end, Borough Council has appointed a Task Force to review and recommend changes to the Zoning Ordinance consistent with the Goals and Objectives of the Comprehensive Plan.
The 2022 Plan sets forth an updated direction that is reflective of today’s community conditions and a vision for the future of Phoenixville. The Comprehensive Plan provides a future framework for a range of topics such as land use, economic development, infrastructure, transportation, neighborhoods, the environment, and housing.

The Zoning Update will assist the Borough Council, Planning Commission, Zoning Hearing Board and Borough Staff in codifying the policies and recommendations that are outlined in the Comprehensive Plan. New land use regulations must appropriately address and guide new development and redevelopment within the community in an environmentally sustainable manner while also meeting the service demands that come with community growth.
The Zoning Ordinance is being updated by the Borough and a consultant team led by Gilmore & Associates.
The Zoning Code Update is primarily funded through a Chester County Vision Partnership Program grant.
Borough Council formed a Zoning Ordinance Update Task Force to assist in the technical components and give feedback and direction for the revised text. The Ordinance Task Force, comprised of members of Borough Council, members of various boards and commissions, Borough staff and planning, engineering and legal professionals, will meet periodically to work on the update. The entire process is expected to take approximately eighteen (18) months to complete. Agendas, meeting summaries, and any proposed revisions will be listed below. There will be one (1) public meeting which will be scheduled and advertised. The public meeting will be hybrid so that persons can attend in person or virtually.
Why Update?
The purpose of the land use regulations and zoning update is to ensure that the future land use vision and proposed recommendations outlined in the Borough’s 2022 Comprehensive Plan, align with the needs of the Borough’s diverse community and are easily implemented.
Who is Facilitating the Process?
The update process is being led by the Zoning Task Force and facilitated by Borough staff and a consultant team lead by Gilmore & Associates.
The update process will include public engagement to gather input from residents, business owners, property owners, and other stakeholders in the community. Your participation in this process is vital!
The Borough’s Planning Commission will serve as the advisory body during development of the project. The Planning Commission will provide a final recommendation on the zoning updates to the Borough Council, prior to Borough Council’s adoption.
All meeting summaries will be noted in the Meetings and Events section below, as well as through featured news items on the Borough’s website and social media. There will be at least one community workshop and stakeholder focus group held in the course of the project.
